Participating Countries

To ensure that there is a strong country perspective the ongoing direction of the project up to six Founder countries are being recruited. They are being selected on the basis of national education quality, technological advancement particularly in education, geographic and cultural balance, and experience in international cooperation in education. Each will have:

• a seat on the Executive Board
• a technical expert on the Advisory Panel
• a technical expert to one or more of the Working Groups
• a commitment to participate in experimental studies of new assessment procedures
• a commitment to use new assessment methods in some national data collection by 2014
• an obligation to contribute to a fund from which additional work can be supported with the approval of the Executive Board

Other countries will also be able to join the project. They will have:

• a representative in the Working Group on Policy Frameworks for New Assessments
• a technical expert on the Advisory Panel
• the opportunity to nominate experts for consideration for membership of other Working Groups
• a commitment to use new assessment methods in some national data collection by 2014
