The project was designed by a Taskforce of personnel from Cisco, Intel and Microsoft who engaged Dr Robert Kozma, formerly of SRI International, to develop the detailed proposal. The final design was adopted by the companies and the project was launched at the Learning and Technology World Forum in London on 13 January 2009.

The founder countries are providing the major component of the project budget. Founder countries are making a small contribution to a separate fund from which additional work can be funded with approval of the Executive Board.

Other organisations, for-profit and not-for-profit, will have the opportunity to join the project by proposing particular issues relevant to the project's work on which they have expertise to contribute and for which they would provide the funding. Interest can be signalled by completing the Get Involved form.

All of the products of the project will be in the public domain and so accessible without cost to individuals and organisations that wish to apply the ideas in their own work.
